Human Security Adviser

As a Human Security Advisor (HSA) you implement the peace policy programme of the Human Security Department (HSD) in Lebanon.

You identify and accompany projects and partners to promote dialogue, human rights and to contribute to the protection of the conflict-affected civilian population.
Tasks and responsibilities:

As the HSA, you will assist the The Peace and Human Rights Division (PHRD) in conceptualizing, implementing and supporting peace promotion activities.

Activities are aligned with the annual action plan formulated by the PHRD and based on the Swiss Cooperation Programme for the region.

Working from the Swiss embassy in Beirut, you will collaborate closely with the responsible Programme Officer in Bern, Embassy colleagues in Beirut, and other partners within the Federal Administration. You will report regularly to the PHRD and the Embassy in Beirut.

Tasks include:

  • Seeking and devising ways of solving complex problems with a wide range of players, and thus, through your commitment, assuming a significant share of the responsibility for Swiss peace policy.
  • To design, develop and implement the Peace and Human Rights programme in Lebanon in an innovative way.
  • Identify and independently manage transformation initiatives and processes, including impact assessments and portfolio adjustments.
  • Create and develop a wide network (government, security sector, local actors, civil society, international community, representatives of armed groups, etc.). Work effectively with all key local partners. Promote dialogue activities and confidencebuilding measures in a politically sensitive environment.
  • Define concrete peace policy measures from contextual monitoring and political analysis.
  • Support and guide the national programme officer.
    Requirements:
    • University degree, preferably in mediation,
    • At least 5 years professional experience, in the field of human security, conflict resolution and transformation or similar, including field experience (preferably in crisis contexts).
    • Knowledge of Swiss peacebuilding and its instruments, the geographical context and local conflicts would be an advantage.
    • Proven experience in political dialogue and facilitation.
    • Excellent analytical skills
    • Excellent understanding of conflict dynamics in the region.
    • Very good knowledge of two official languages, fluency in French and excellent knowledge of English. Knowledge of Arabic is an asset.
    • Swiss citizenship (applicants with dual citizenship with the country of assignment will not be considered).
    • Valid driving license.

      Beirut

      Start of assignment: 1. July 2024

      Duration of contract: 1 year, renewable
